The inquiry follows the release of a video by the Facebook page “Alerta Coquimatlán,” showing a detained individual with hands tied behind their back while two municipal police officers appear to engage in acts of torture.

The CDHE has verified the video’s authenticity and formally filed complaint CDHE/1V/139/2026. The Coquimatlán City Council has been given a 24-hour deadline—until today, June 26—to submit a detailed report on the incident.

In a strong statement, the CDHE condemned torture as a “repugnant practice” that must be eradicated from public service. “There is no place for torture in a state that prides itself on democracy,” the commission emphasized, promising administrative investigations and legal actions against those responsible.

Meanwhile, the Coquimatlán municipal government publicly committed to transparency and accountability. Through its social media channels, the City Council assured that the police officers involved will face both legal and administrative consequences. “In this administration, we will not tolerate any conduct that violates the law, regulations, or public service principles,” the statement read.

The local authorities also pledged to respect due process while ensuring that any misconduct is thoroughly investigated and addressed according to the law. They reaffirmed their ongoing commitment to protecting human rights, safeguarding the dignity and integrity of all individuals.
