On June 14, 2026, authorities in Bogotá confirmed the detention of Grant Gail, a U.S. citizen from Texas, accused of sexually abusing a child he was in the process of adopting. The case unfolded in the Navarra neighborhood of Usaquén, where local residents alerted police after witnessing suspicious behavior involving an adult and a child on an apartment balcony.

Grant Gail had arrived in Colombia on June 6, 2026, through El Dorado International Airport and was pursuing the adoption of three minors aged 4, 7, and 15. Following the community alert, the Bogotá Metropolitan Police, alongside the Childhood and Adolescence Police and the Dijín unit, entered the apartment. They found the three children, who were immediately taken to medical facilities for evaluation and specialized care.

The seven-year-old child was transferred to Hospital Simón Bolívar, while the other two remain under official custody. According to Astrid Cáceres, director of the Colombian Institute of Family Welfare (Icbf), the adoption process was being conducted through a specialized and authorized agency.

Migración Colombia verified Gail’s identity and immigration status at the request of the Dijín, confirming no prior alerts or restrictions on his entry. The agency has pledged full cooperation with judicial and police investigations.

The Procuraduría General de la Nación requested urgent intervention from the Fiscalía General de la Nación, Migración Colombia, Icbf, and the Childhood and Adolescence Police to ensure the children’s protection and rights restoration. The Icbf activated a Family Defense team to support the minors and oversee the process.

Bogotá’s mayor, Carlos Fernando Galán, publicly condemned the incident, emphasizing zero tolerance for violence and abuse against children in the city.

This case highlights the critical role of community vigilance and coordinated institutional response in safeguarding vulnerable populations. It also underscores the importance of thorough oversight in adoption procedures, ensuring that the rights and safety of children remain paramount.
