On Tuesday, June 9, 2026, Puebla’s local congresswoman Fedrha Suriano Corrales from Movimiento Ciudadano introduced two key legislative initiatives aimed at protecting residents’ assets from growing criminal schemes.

Speaking at a press conference in the State Congress, Suriano Corrales emphasized the urgent need to penalize bank employees who collude with criminals to rob customers withdrawing cash. This reform seeks to impose prison sentences on bank workers who provide inside information that enables “salideras bancarias” — a crime where criminals follow clients after cash withdrawals to rob them. The proposal also extends responsibility to private security personnel who may facilitate these crimes, highlighting concerns about internal complicity within financial institutions.

In addition, the congresswoman presented a bill to criminalize the practice known as “montachoques.” This scam involves deliberately causing car accidents to extort money from drivers through intimidation and threats. The initiative proposes prison terms ranging from two to eight years for offenders, aiming to close legal loopholes that currently hinder prosecution.

These proposals respond to a rising wave of property crimes affecting Puebla’s families, especially in urban areas where “montachoques” incidents have been increasingly reported on social media and by citizens. Suriano Corrales framed the reforms as essential steps to strengthen legal protections and deter criminal networks exploiting both financial institutions and everyday drivers.

The initiatives will now be sent to relevant committees for analysis before potential discussion and approval in the full Congress.
