The initiative, led by Governor Alejandro Armenta’s administration, aims to expand sustainable and affordable mobility options for residents.

According to a report set to be presented by José Luis García Parra, cabinet coordinator, before the State Congress, the pilot will feature 137 bike stations connected to 26 stops on the RUTA bus system and all nine Cablebús stations. This integration is expected to provide potential access to bicycles for 35% to 55% of RUTA users and cover up to 489,000 people living nearby.

The planning process considered typical daily travel distances, focusing on destinations within 0.5 to 3 kilometers of transit nodes. This approach positions the bike system as an efficient first- and last-mile solution, enhancing connectivity across Puebla’s public transport network.

Inspired by Mexico City’s Ecobici, the project leverages local expertise from the para-state company Yankuilotl, which is developing the software platform for bike rentals and management. This local involvement underscores a commitment to building homegrown solutions that respond to Puebla’s unique urban dynamics.

One of the most notable features is the affordability of the service. Monthly memberships will start at just 49 pesos, significantly cheaper than Mexico City’s daily pass priced at 123 pesos. Annual memberships will cost 599 pesos, slightly above Mexico City’s 566-peso annual rate but designed to sustain system operations. Additional options will include student, family, and short-term passes, catering to diverse user needs.

To facilitate access, a mobile app is in development that will allow users to register, check bike availability, track trips, and access related services. During the pilot phase, the existing RUTA card can also be used to unlock bikes, simplifying the user experience.

Real-time monitoring technology will oversee bikes, locks, stations, and operational components, enabling efficient maintenance and management. The project benefits from guidance by the Institute for Transportation and Development Policy (ITDP), an organization specializing in sustainable urban mobility and modal integration, ensuring that Puebla’s system aligns with global best practices.

This initiative reflects a broader vision of inclusive, low-cost mobility that strengthens Puebla’s Integrated Mobility System (SIMPUEBLA). By connecting bicycles with the Cablebús and RUTA, the state is fostering a more accessible and environmentally friendly transport ecosystem—one that could serve as a model for other cities seeking to reduce reliance on private vehicles and promote equitable urban mobility.

Puebla is gearing up to introduce its State Public Bicycle System, a pilot network designed to complement existing mass transit options, including the Cablebús.
