On April 14, 2025, the federal government, through Secihti, awarded a contract worth 5 million pesos to Rocketel SAPI for the design and manufacture of the Olinia car. However, this decision has sparked questions because Rocketel is a telecommunications company headquartered in a residential house in Mérida, Yucatán—not an automotive manufacturer.

The contract, registered under Oficio HS20/DGM-036-0/2025, contradicts earlier statements that the Olinia project would be developed by students from the Instituto Politécnico Nacional and the Tecnológico de Puebla. Rocketel’s main shareholder, Adrian Aguirre Palme, resides in Park City, Utah, where he owns a ski elevator company, further distancing the firm from automotive expertise.

Rocketel’s listed address is Calle 23 Número 198, Interior 4, Colonia San Miguel, Mérida, Yucatán, CP 07140—a green house that does not resemble an industrial testing facility. When asked for details on expenses, safety tests, technical specifications, or production timelines, Secihti declined to provide information, citing concerns over compromising their “competitive advantage.”

This situation raises important questions about transparency and the involvement of local talent in Puebla’s ambitious transportation projects, such as the cablebús and teleférico systems, which aim to improve urban mobility and social inclusion. While innovation and new partnerships are welcome, ensuring that projects benefit local communities and maintain clear accountability is essential for building trust and advancing equitable development.
