The government of Puebla is preparing a historic mobility strategy, with a project portfolio exceeding 25 billion pesos, aimed at solving traffic flow and connectivity across the state for the next 15 years.
This was announced by José Luis García Parra, the Cabinet Coordinator, who explained that the plan seeks to integrate the metrobús system (RUTA), the bicycle network, and the upcoming Cablebús into a single, comprehensive mobility ecosystem.
“It’s a mobility strategy that Puebla has never even conceived before. It’s a major project and will help mobility in Puebla for the next 15 years,” García Parra stated.
Key proposals include two new metrobús lines and a “major project” designed to connect strategic points across the state with significant investment. García Parra hinted that another mobility project will be presented soon, describing it as “something Puebla had never thought or imagined having.” While he avoided specifics, he suggested in a later interview that the proposal—already prepared by the Secretaría de Movilidad y Transporte—could be a light rail, noting only that “it starts with T” and would focus on connecting the entire metropolitan area.
This statement aligns with what Manuel Contreras de los Santos, head of the Secretaría de Infraestructura, announced in April: the Puebla–Cholula–Atlixco light rail project is both technically and economically viable.
According to Contreras de los Santos, the first phase would include 23 strategic stops, with the capacity to move up to 80,000 passengers daily and an initial investment of 60 million pesos.
Governor Alejandro Armenta Mier has also indicated that the project will require extraordinary investments and will be developed under a public-private partnership scheme.
For Puebla’s growing population—including migrants, young professionals, and families—these mobility improvements could mean faster commutes, better access to jobs and services, and a more sustainable urban environment. As the state government prepares to unveil more details, residents and stakeholders are watching closely to see how this ambitious vision will reshape Puebla’s future.
