The Secretariat of Mobility and Transport (SMT) in Puebla began distributing electronic holograms for motorcycle helmets this Thursday, July 16, 2026, after a technical glitch delayed the program’s initial launch the day before. The interruption left many riders waiting in long lines without service, sparking protests outside SMT offices and the State Congress.

To participate, motorcyclists must book an appointment in advance through the official portal smtdistintivos.puebla.gob.mx. This first phase targets only those with a valid motorcycle driver’s license and vehicle registration issued in Puebla.

Applicants need to bring the following documents to their chosen module:

– Printed or digital appointment confirmation (folio)
– Motorcycle helmet to affix the hologram
– Valid motorcycle driver’s license or permit
– CURP (Unique Population Registry Code) issued within the last three months
– Official photo ID
– Vehicle registration card

If the rider is not the motorcycle owner, a signed authorization letter from the owner plus a copy of their ID is required. For vehicles registered to companies, a letter from the legal representative and proof of representation must be presented.

The holograms themselves are RFID-enabled stickers that include a chip, QR code, and anti-cloning security features. Each is linked to the rider’s license and the motorcycle’s registration, allowing identification through Puebla’s video surveillance and security arches.

The government plans to distribute 45,000 of these holograms free of charge during this initial stage. Authorities emphasize the program’s preventive nature, with enforcement inspections set to begin after the regularization period ends, in line with the state’s Mobility and Road Safety Law.

This initiative reflects Puebla’s commitment to modernizing urban mobility and enhancing road safety, offering a smart, tech-driven solution that benefits riders and the wider community alike.
