Despite protests from motorcycle groups, Puebla’s Congress has confirmed that the “Ley Casco” requiring QR code stickers on motorcycle helmets is here to stay. Pavel Gaspar Ramírez, president of the State Congress’s Board of Government and Political Coordination, emphasized that all motorcyclists in Puebla must now display a QR code on their helmets as a security and traffic control measure.

This legislative change was approved a year ago, and now riders are expected to register and affix the QR code to their helmets. According to Gaspar Ramírez, the QR system will allow security forces to instantly verify the identity of the person riding the motorcycle, aiming to reduce crime linked to these vehicles and create a more organized registry.

“The safety of Puebla’s residents and families is the top priority. This law is not meant to penalize motorcyclists but to enhance security by regulating motorcycle use,” he stated.

The announcement comes amid recent protests and mobilizations by motorcycle clubs and collectives in Puebla. Despite the opposition, the local congress remains open to dialogue and willing to consider the concerns raised by these groups.
