Puebla City Hall Clarifies Cablebús Won’t Change Public Parks’ Use

The Puebla City Hall has addressed concerns about the upcoming Cablebús system, firmly rejecting claims that its construction would alter the use of public parks. According to the municipal government, the recent adjustments to the Municipal Urban Development Program do not mean parks will lose their original purpose as spaces for recreation and community gathering.

The city explained that the changes involve updating land-use compatibility to allow public infrastructure—like the Cablebús—to coexist within parks without compromising their primary function. Since the Cablebús was not included in the current urban development plan, this update is necessary to legally incorporate such infrastructure and establish clear guidelines for evaluating and approving related projects.

Importantly, the City Hall emphasized that this update does not grant automatic permission to build stations or other facilities. Every project must still meet strict environmental, urban planning, mobility, civil protection, and risk management requirements before receiving approval.

This clarification comes in response to concerns raised by activists and community groups who fear that modifying the urban program could lead to a change in land use for parks. The municipal authorities insist that parks will remain parks, and the goal is simply to regulate the integration of public transportation infrastructure within the existing legal framework.

As cities evolve, so must their planning tools. Incorporating the Cablebús into Puebla’s urban development plan reflects a necessary adaptation to meet the city’s growing mobility needs while preserving green spaces for public enjoyment.
