Puebla’s Secretary of Government, Samuel Aguilar Pala, revealed that José Mendoza Méndez, the guide who led a group into the Grutas de Chichicazapan caves in Cuetzalan, was not registered with either the federal Secretariat of Tourism or the state’s Secretariat of Tourism Development.
This detail emerged as part of ongoing investigations following the tragic event last Wednesday, when a sudden rise in the underground river trapped seven people inside the cave. Of those, three were rescued alive, while four lost their lives.
The tragedy has raised serious questions about the safety and regulation of tourist activities in the area. Cuetzalan’s mayor, Óscar Paula Cruz, emphasized that responsibility lies with the individual or company providing the guiding service.
Survivors’ testimonies added a crucial layer to the story: the guide reportedly instructed the group to take shelter in a specific part of the cave to avoid rain. Moments later, the water level surged unexpectedly, and a strong current swept several members away.
Authorities continue to investigate whether there were any lapses or negligence in organizing the tour and if the activity complied with the legal standards for tourist services. This incident highlights the urgent need for stricter oversight and formal registration of guides to protect visitors exploring Puebla’s natural wonders.
