Puebla’s Urban Reform Isn’t About Easing Cablebús Project, Official Clarifies

José Luis García Parra, Puebla’s Government Cabinet Coordinator, addressed concerns about a recent urban development reform, clarifying that it is unrelated to the ongoing Cablebús cable car project.

Contrary to some political and social voices linking the reform to facilitating the Cablebús system, García Parra explained that the initiative sent to the State Congress aims to update municipal urban development programs to align with state and federal planning. This alignment is intended to support the National Housing Program’s implementation, not to alter or expedite the cable transport project.

He emphasized that the reform does not change the state government’s authority over urban development permits or licenses, which have been established since 2017. “It does not create new powers nor remove those of the municipalities. The authority to issue licenses and permits is already provided for in the current legislation since 2017,” García Parra stated.

The proposal’s main goal is to provide greater legal certainty and strengthen coordination among federal, state, and municipal governments in territorial planning and urban growth.

This clarification comes as the Cablebús project remains in its socialization phase. According to the state government, more detailed information about the system will be presented to the State Congress in the coming days.

For migrants and residents in Puebla, this means the urban reform is focused on sustainable development and housing policies, while the Cablebús continues to be developed as a promising, inclusive transport option aimed at improving mobility and accessibility in the city.
