A judge in Tenancingo has formally linked Karla Valeria ‘N’ and Víctor Manuel ‘N’ to the legal process for their alleged involvement in a staged kidnapping of Nancy Nápoles, the mayor of Tenancingo, in an incident that took place on May 31, 2026.

During a hearing held on Sunday, June 21, 2026, the court ordered preventive detention for both suspects and set a two-month deadline to complete the complementary investigation.

According to the State of Mexico’s Attorney General’s Office (FGJEM), the investigation suggests that the fake kidnapping was planned as early as February 2026 by José Roberto ‘N’ and Óscar ‘N’, the mayor’s husband and brother-in-law. The alleged motive was to demand a ransom of 40 million pesos, supposedly to be paid with municipal funds from Tenancingo’s local government.

Interviews collected by the FGJEM reveal that one participant admitted the ransom payment was intended to cover up a public funds shortfall of the same amount. The investigation also indicates that the mayor herself may have been involved in planning and executing the scheme.

How the Alleged Fake Kidnapping Unfolded
The staged event reportedly occurred on May 31, when Mayor Nápoles arrived at her home in a private vehicle. Shortly after, a red Volkswagen Virtus driven by Karla Valeria ‘N’ arrived, and Víctor Manuel ‘N’ allegedly pretended to abduct the mayor, moving her to another location within the region.

Surveillance footage analyzed by forensic experts and investigators showed no signs of physical violence, resistance, or coercion during the transfer. Instead, the interaction appeared voluntary, with no visible force used against the mayor.

Further evidence revealed that the car used was regularly driven by Karla Valeria ‘N’. Testimonies also suggest that during the trip, the mayor herself recommended routes to avoid areas monitored by security cameras.

Later, the mayor reportedly used a cellphone belonging to Víctor Manuel ‘N’ to contact family members, asking them not to alert authorities about her whereabouts. Hours afterward, she asked to be dropped off on a dirt road in the El Capulín community of Tenancingo, from where she claimed to have escaped her supposed captors.

Legal Actions and Next Steps
Following the investigation, arrest warrants were issued for Karla Valeria ‘N’ and Víctor Manuel ‘N’. Both were apprehended in Oaxaca on June 11 during a coordinated operation with local authorities and transferred to the State of Mexico.

They have been linked to the process for the simulated kidnapping and are also under investigation for extortion. Meanwhile, Mayor Nancy Nápoles is scheduled to face a hearing for formal charges related to the fake kidnapping on July 9, 2026.
