Puebla debates loan of municipal land for new Cablebús project, clarifying no giveaway of public property

This Thursday, June 18, 2026, Puebla’s City Council will discuss authorizing the loan of four municipal properties to support the construction of the state government’s Cablebús system.

The proposal has sparked controversy on social media, where some users claim the city intends to “give away” public land. However, the official report clarifies that the properties would be granted under a comodato agreement—a legal loan for free use, not a transfer of ownership.

Unlike a donation, which permanently transfers property rights, a comodato keeps the land under municipal ownership, allowing the city to reclaim it once the agreed period or purpose ends.

Before reaching the full council, the issue was reviewed by the Commission on Municipal Heritage and Public Finance, composed of councilors from various political parties. This body assessed the legal and administrative feasibility of lending the properties.

The municipal administration emphasized that these sites are essential for installing infrastructure linked to the cable transport system. The state government will soon present the final route and station locations.

Urban cable cars have proven benefits in cities like Medellín, Colombia; La Paz, Bolivia; and Mexico City, including:
– Reduced travel times
– Less reliance on conventional transport
– Decreased congestion on busy roads

Mobility experts highlight that cable cars can move thousands of passengers without occupying street space, easing traffic bottlenecks and lowering pollution.

If approved, the four properties will remain municipal assets while the state government uses them to develop one of the most significant mobility projects planned for Puebla’s metropolitan area. This initiative aligns with broader goals of inclusive, sustainable urban transport that benefits diverse communities.
