Puebla’s State Government Reveals Police Irregularities in San Andrés Cholula Amid Controversy

On Monday, June 15, 2026, the Puebla State Government announced a review of the San Andrés Cholula municipal police after discovering that 152 officers are operating without the required accreditation from the National Public Security System. This revelation comes amid growing public concern following a widely shared incident involving the detention of a local mother.

Samuel Aguilar Pala, Puebla’s Secretary of Governance, confirmed the irregularities during a press conference and urged the municipal government, led by PAN mayor Guadalupe Cuautle Torres, to promptly regularize the situation. He emphasized that police officers must complete certification, evaluation, and accreditation processes mandated by national security authorities to ensure proper training and trustworthiness.

“It is an issue that must be resolved,” Aguilar Pala stated, referring to the 152 officers currently active without proper accreditation.

The announcement coincides with heightened scrutiny after the June 11 detention of Ariana N near the Cholula Intermunicipal Park. The incident, captured on video and circulated widely on social media, shows police officers restraining Ariana N while her two young children, visibly distressed, attempt to approach her.

Aguilar Pala condemned the police conduct, highlighting violations of the woman’s and her children’s integrity during the intervention. The State Human Rights Commission has opened an urgent investigation into the case, filing a complaint against five municipal officers and preliminarily classifying the detention as arbitrary.

In response, the state government called on San Andrés Cholula’s authorities to strengthen police training and strictly enforce protocols on the use of force, especially when minors are involved.

This situation places Mayor Cuautle’s administration under significant pressure as human rights investigations proceed alongside efforts to bring the police force into compliance with accreditation standards.

As of June 15, 2026, the municipal government has not issued a detailed response to the state government’s allegations.
